Dr. Jeremiah Twatwa

Hon. Dr. Twa-Twa Jeremiah Mutwalante is a Ugandan medical doctor with advanced training in Public Health, Demography/Biostatistics, and Epidemiology. He served in the Uganda Public Service for 31 years (1979–2010) in various senior roles within the Ministry of Health, followed by a term in the Parliament of Uganda (2011–2016) where he chaired the HIV/AIDS Standing Committee and contributed to landmark health legislation, including the HIV/AIDS Prevention and Management Act (2016) and the Immunization Act (2016).

Currently, Dr. Twa-Twa is Dean of the School of Health Sciences at Kampala University, teaching Demography, Epidemiology, Biostatistics, Public Health, and Health Systems Research. He also holds leadership positions in national and international health bodies, including Chair of the NCD Working Group of the World Federation of Public Health Associations (WFPHA), Chair of the Quality Assurance Committee at Butabika Mental Referral Hospital, and Chair of Mwizukulu Community Development Foundation.

His career achievements include coordinating Uganda’s first national HIV/AIDS survey (1987), contributing to the Uganda Child Survival Strategy that significantly reduced child mortality, and initiating community-based health programs. He has extensive research and publication credentials, supervising postgraduate research, and leading studies on HIV/AIDS, adolescent health, maternal health, and school health policy.

A dedicated advocate for public health, Dr. Twa-Twa has combined academic, political, and community leadership to advance health systems, legislation, and community well-being in Uganda and beyond.
