Universities Urged to Embrace AI While Strengthening Quality Assurance and Academic Integrity

KAMPALA — Universities across Uganda have been urged to embrace the opportunities presented by Artificial Intelligence (AI) while strengthening quality assurance systems to safeguard academic integrity and ensure that graduates acquire the knowledge, skills and competencies required in the changing world of work.

The call was made on 14 August 2026 during the Uganda Universities Quality Assurance Forum (UUQAF) Campus Convention, hosted by Kampala University at its Mutundwe Campus. The convention brought together Quality Assurance professionals from universities across the country to share knowledge, experiences, best practices and innovative approaches aimed at strengthening quality and promoting continuous improvement in higher education.

Held under the theme, “Quality Assurance in the Digital Age of AI, Online Learning and Integrity,” the convention provided a platform for university leaders and Quality Assurance practitioners to reflect on the rapidly changing higher education environment and the need for institutions to adapt without compromising academic standards.

The Special Guest, Dr. Vincent Ssembatya, Director Quality Assurance and Accreditation at the National Council for Higher Education (NCHE), challenged universities to strengthen their assessment systems so that students can demonstrate their own knowledge, skills and competencies as AI continues to transform teaching and learning.

Dr. Ssembatya said AI should not be viewed solely as a threat to higher education, but rather as an emerging technology that universities must understand and responsibly integrate into teaching, learning and assessment.

He emphasised that the growing use of AI requires universities to rethink traditional assessment approaches and develop systems capable of maintaining academic integrity while taking advantage of technological advancements.

“AI should not be treated solely as a threat. It is a technology that universities need to understand and incorporate responsibly into teaching and assessment,” Dr. Ssembatya said.

The Kampala University Deputy Vice-Chancellor, Dr. Mabol Michael Nkwati who officially opened the conference, said Quality Assurance should not be limited to teaching and learning but should be understood as a critical component of the entire university governance and management system.

Dr. Nkwati noted that Quality Assurance plays an important role in raising awareness and improving standards in areas including university governance, financial operations, community engagement, teaching and learning, among others.

He further called upon university staff to continuously educate themselves and keep abreast of emerging trends affecting higher education, particularly the rapid development of AI and digital technologies.

According to Dr. Nkwati, AI presents remarkable opportunities for universities but also comes with significant risks that require responsible management.

He stressed that universities must strike a balance between innovation and integrity by developing appropriate policies, strengthening institutional systems and equipping staff and students with the knowledge necessary to use AI responsibly.

The convention also underscored the importance of collaboration among universities in addressing emerging challenges in higher education. Participants shared experiences and explored innovative approaches that can enhance institutional effectiveness, accountability, academic integrity and the overall quality of university education in Uganda.

The event was attended by Associate Professor Mary Maurice Mukokoma, President of UUQAF; Professor Mawa, a founding member of UUQAF; Quality Assurance Directors and officers from various universities; and other academic and administrative staff from higher education institutions across the country.
